Mobility Scooter Pavement Rules & Highway Code

Driving a mobility scooter gives you the freedom to pop to the shops, visit friends, and enjoy local parks. However, to keep yourself and pedestrians safe, the UK Highway Code has clear rules for driving on pavements and crossing roads.

Here is Movara Mobility's simple guide to the key pavement rules every scooter driver needs to know.

1. The 4mph Pavement Speed Limit 🛑

By law, the maximum speed you can drive on a public pavement or pedestrian high street is 4mph (6.4 km/h).

  • Pedestrians First: Pedestrians always have full right-of-way on pavements. You must slow down or stop to let them pass safely.
  • Use Your Speed Switch: Most mobility scooters have a simple "turtle / rabbit" switch or a dial on the handlebars. Set it to the lower setting before driving on pavements.

At a Glance: Pavement Rules Summary

Driving Situation What You Should Do Simple Safety Rule
Busy Footpaths & High Streets Drive at walking speed (under 4mph) Give pedestrians plenty of space
Crossing the Road Use dropped kerbs and pedestrian crossings Look both ways before stepping off
Bus Lanes & Motorways STRICTLY FORBIDDEN Never drive scooters on highways or bus lanes

2. Crossing Roads Safely 🚦

When you need to cross a road to reach another pavement, follow these simple steps:

  1. Find a Dropped Kerb: Always look for a dropped kerb or raised pedestrian crossing. Driving off a high kerb can tip your scooter over or scrape the bottom frame.
  2. Stop & Look Both Ways: Stop before the edge of the kerb. Check left, right, and left again for approaching cars.
  3. Cross Straight Across: Drive straight across the road at a right angle (90 degrees) rather than driving diagonally. This gets you across faster and keeps your wheels stable.

3. Parking Your Scooter Outdoors 🅿️

When you park your scooter outside a supermarket, doctor's surgery, or cafe:

  • Don't Block the Footpath: Park close to walls or out of the main walking path so parents with pushchairs and wheelchair users can easily get past.
  • Take Your Key: Always switch off the power and take your ignition key with you, even if you are only stepping away for a minute.
